When Detective Kevin Corcoran arrives back at the precinct, he's shocked to find a close friend imprisoned in chains due to a new case. Determined to rescue him, Corcoran turns to influential figures for assistance. However, General Brendan Donovan is preoccupied with a significant political and business maneuver on the horizon. At the same time, Doctor Matthew Freeman reaches out to Robert Morehouse, proposing a collaborative initiative to support the city.
