On a September evening in 1986, two officers ventured through a barbed-wire fence alongside the F4 freeway in Minchinbury, Sydney. Accompanied by two teenage boys, they were led to the edge of a shallow dam, where their flashlights illuminated the body of a young woman submerged in mud. The victim was later identified as 19-year-old Janine Balding, a bank clerk from Sydney. She had been abducted, assaulted, and ultimately drowned.
