Arnold disregards several cautions and persists in tossing water balloons from the balcony. Mr. Drummond decides to discipline Arnold for his antics with a spanking, which inadvertently turns into a lesson for Willis as well. Willis insists that he should be the one to administer the punishment, but the question arises: where has Arnold gone?
