As Christmas approaches, the Cannonball crew is bustling to decorate their train for the festive caroling and gift-giving tradition. However, their cheerful preparations are threatened by the unexpected visit from Homer Bedloe, who insists that their activities violate railroad regulations and vows to put a stop to them. Determined to sway him, Kate embraces the holiday spirit, hoping her kindness will soften Bedloe's heart. Ultimately, it seems that only Norman Curtis, the Railroad's President, holds the power to persuade Bedloe to reconsider his stance.
