The Brain devises a scheme to conquer the globe by harnessing static electricity to zap everyone into compliance. However, he finds he requires billions of dollars to construct a massive clothes dryer. To secure the funds, Pinky and the Brain travel to Island X, where they create a phony nation in hopes of obtaining a substantial foreign aid loan from the United States.
