Railwatch Victor has a genuine concern for the railers, yet he comes across as emotionally distant. The Windland railers, intimidated by his stern demeanor, find themselves frightened of him. However, when a fierce windstorm strikes, it causes the Windmill to topple. In this critical moment, it falls to Victor to step in and rescue them.
