After Heffer uses hypnosis on him, Rocko starts to believe he’s a dog. As he embraces his new canine identity, hilarity ensues when he attempts to navigate life through a pet's perspective. His friends are baffled by his behavior, leading to a series of wild and comedic situations. As Rocko fully immerses himself in this dog-like existence, he must ultimately confront the reality of his actions and find a way to break free from Heffer's spell before chaos takes over his life.
