In the aftermath of a sniper's random attacks on innocent victims, the CNU races against time to locate the gunman’s lair, convinced they have apprehended the culprit. However, when they realize they've arrested a mere imitator and a police captain is critically injured, Matt and Emily join forces with Frank and Duff. Together, they must track down the true sniper before he claims more lives.
