The imperial court appoints a new provincial official for Shinano: Shinanonokami Kiyohara. Kiyohara quickly asserts his authority, showing little regard for the well-being of the locals. Widely viewed as a corrupt official, he brings hardship to the people in his jurisdiction, causing them to endure significant suffering under his rule.
