Episode Overview

General Skarr finds himself irritated once more by Billy when Hector Con Carne and Major Dr. Ghastly show up at his doorstep, eager to entice him back into the recently revamped Evil Con Carne organization for world domination. Initially hesitant, Skarr eventually agrees, but only if he can eliminate Billy and the other residents. After weeks of collaboration and strategizing, the ultimate weapon emerges—an army of tanks armed with massive rubber bands. However, Skarr's neighborhood assault goes awry when Billy cleverly tricks Hector into targeting Skarr's beloved garden, sparking a chaotic brawl between them.
