Set in 2030, Japan grapples with the aftermath of the Laughing Man Incident and a surge of around three million refugees brought in to address labor shortages. Tensions escalate as these newcomers clash with the "Individualists," who advocate for national isolation, resulting in a spike in terrorist activities. Amidst this turmoil, the group known as Individual Eleven orchestrates a devastating suicide attack, revealing deeper conspiracies at play. As Section 9 investigates, Kuze, a survivor from the group, emerges as a compelling leader for the refugees, heightening conflict with the government. Meanwhile, Motoko feels an inexplicable connection to Kuze.
